Panem is a study in contradictions: a posh and luxurious civilization that hides the savagery of old. And in someways, it manifests in the blood and flesh of its' native people. They hide it in long trained illusions and tricks of the mind but the need to hunt, to kill, to feed on the misery of others is still present. The tales of the dark days survive in their bones, now called the Old Ways and it's in the Capitol's best interest to keep the population in line, to let them embrace the instincts and the individuality of the old lines. A simple blood test determines your fate...
Capitolites afflicted with the Old Ways have no limits to the manner in which they display their monstrous traits. They are the elite, they hunt whoever they damn well please. The Hunger Games have gained a more literal term but no one dares speak it or what happens to the fallen. Just don't eat anything offered to you that says "Certified Fresh Reaping." Districters have a lesser chance to be infected by the Old Ways but they are restricted in many aspects. They're allowed up to three traits in public at a time, and they are not allowed to hunt as the Capitolites are. Instead, they are fed a substitute meat called dum cibum, or more colloquially known as Snow's Harvest. Harvest meat is a subpar but acceptable imitation of the real thing, and no one asks how they make, but if you see a Districter eating Harvest, best head out. This restriction is lifted when they're in a private residence.
Offworlders are not spared of the Old Ways, for in their arrival mechanism, their flesh becomes Panem, they are reborn from the blood-soaked earth. They too can be struck with the condition and given time, be part of the living fairy tales, and partake in the unfortunate consumption of their fellow. Sadly, they are given even less allowances, only allowed two traits, and their rations of Harvest are limited to the minimum needed to keep the hunger pangs away.
The forced changes occur regularly enough, once every two weeks, always by your trusty Athenea and Apollo Weather Management and the Gamemakers themselves. It is marked with celebration in the Capitol, new nocturnes are born and give validity to their claims to the Old Days. Everyone looks forward to the event, with Panem Nightly running segments on what's in and what is so last season. They say harpies are making a comeback! Or will it be the ever fashionable vampire? Oh the pain and blood will be nothing compared to your new skin. Offworlders are treated even more like celebrities this time around, as the press is itching to see what those blessed ones will become, shoving a camera into their most vulnerable moment.
Districts are considerably less enthused about it all, some Career Districts give their new creatures a sunset of pleasure and debauchery, before the pain sets in. Other, poorer Districts, send the newly afflicted to shacks and into the wilderness to let them ride it out with the veterans. Harvest is expensive but it's a testament to District unity when some nights, there's enough for everyone.
Are you experiencing your first change? Or are you an old hat, living with the Old Ways as best you can? There are stories to be told and you have free range for it all. Just remember it won't stop until you eat.
II - True Blood Ain't Got Shit on This
There are two worlds existing on the same planet, divided by an invisible veil. One side is the human world, the day in which the sun casts its judging eye over all. The other is the night, in which the moon and stars relent and allow certain people to show their true nature. Gone are the pretenses of normalcy, the man on the moon becomes the engineer and for as long as the sun is set, there is no danger of exposure...you feel free and you shed your old tired human skin.
So long as there are no hunters on the loose.
There's strength in groups, or maybe you have business to tend to. Just because you're not human, doesn't mean certain vices and behaviors go away, as gangs and packs make claims to territories and lives. But the universal thread between both worlds is the same: to survive and live a comfortable life.
